Samia praised for improving council efficiency

COAST REGION: PRESIDENT Samia Suluhu Hassan has been commended for her exemplary leadership, which has brought about significant improvements in the operations of District Councils across the country.

Her efforts have helped remove long-standing challenges, leading to the creation of more opportunities in training, employment and inclusive decision-making at the local government level.

Key achievements attributed to her leadership include increased revenue collection through the adoption of digital systems, enhanced supervision of development projects and improved public service delivery.

These remarks were made by the Deputy Director for Policy, Research and Innovation in the President’s Office – Regional Administration and Local Government (PORALG), Ms Lemmy Shumbusho, during the opening of a six-day leadership training for Chalinze District Council officers.

The training is being held at the Mwalimu Julius Nyerere Leadership School (MJNL) in Kibaha, Coast Region. Ms Shumbusho said that the training is part of the government’s ongoing efforts to enhance performance at the council level.

It focuses on building leadership capacity, particularly among Heads of Departments and senior officers to improve service delivery, promote accountability and strengthen discipline in resource management.

She urged participants to apply the knowledge gained from the training in alignment with the objectives of the National Development Vision 2030–2050 to benefit their communities and the nation at large.

“Each department must develop plans that yield visible and measurable outcomes such as year-round passable roads and reliable health and education services. Plan, evaluate and act without delay,” she insisted.

Ms Shumbusho also underscored the importance of participatory supervision of public resources, good governance, accountability, data-driven decision-making, adoption of digital systems and the use of innovation and research in day-to-day operations.

Chalinze District Council Head of Public Relations, Mr John Mlyambate said the training was organised for all Heads of Departments and Sections to enhance leadership skills and improve operational efficiency. He encouraged other councils in the region to emulate this initiative for better outcomes.

Acting Principal of the School, Mr John Baitan, noted that key subjects covered in the training include Economic Diplomacy, Negotiation Skills, Good Governance, Digital Transformation, Data for Decision-Making, Strategic Leadership and Supervision of Development Projects.
