DAR ES SALAAM: PRESIDENT Samia Suluhu Hassan announced a series of appointments and transfers of District Commissioners (DCs), District Administrative Secretaries (DASs), and District Executive Directors (DEDs) to enhance government efficiency.
In a statement released on Monday by Chief Secretary Dr Moses Kusiluka, it was revealed that Mr Mick Lutechura Kiliba has been appointed as the new Secretary of the Public Service Recruitment Secretariat. Previously, Mr Kiliba was a Senior Officer at the President’s Office.
Additionally, President Samia has appointed Mr Macrice Daniel Mbodo as the Postmaster General of the Tanzania Postal Corporation (TPC), and Mr Eliud Betri Sanga as the Chairman of the Board of Directors for the National Health Insurance Fund (NHIF).
The new District Commissioners include Lieutenant Colonel Fredrick Faustin Komba for Rufiji, and Mr Mohamed Mussa Mtulyakwaku for Uyui. Mr Mtulyakwaku previously served as the District Administrative Secretary for Kwimba. Mr Olivanues Paul Thomas has been appointed as the District Commissioner for Ludewa, moving from his previous role as District Administrative Secretary of Mafia.
The statement also outlined several transfers: Ms Halima Habib Okash has been moved from Bagamoyo to Chemba, Mr Gerald Romuald Mongella from Chemba to Kaliua, and Dr Rashid Mohamed Chuachua from Kaliua to Kigoma. Other DC transfers include Mr Salum Hamis Abdallah Kali to Longido, Mr Shaibu Issa Ndemanga to Bagamoyo, and Ms Victoria Charles Mwanziva to Lindi.

Additional transfers are Mr Abdallah Mussa Mwaipaya to Mtwara, Ms Mwanahamisi Athumani Mukunda to Mwanga, Ms Emmanuela Kaganda Mtatifikolo to Babati, and Mr Lazaro Jacob Twange to Hai. Mr Amir Mohamed Mkalipa has been moved from Hai to Arumeru, while Dr Khalfan Boniface Haule is the new District Commissioner for Rorya, transferring from Musoma. Mr Juma Issa Chikoka has been transferred from Rorya to Musoma, and Mr Zakaria Saili Mwansasu has moved from Uyui to Wanging’ombe.
In addition to the DC appointments and transfers, President Samia has appointed Mr Mohamed Juma Ngasinda as the new DAS for Kwimba and Mr Shabani Shabani Hamimu as DAS for Mafia. Ms Warda Abdallah Obathany has been transferred from Iramba to Kinondoni, while Ms Stella Edward Msofe moves from Kinondoni to Iramba.
Finally, Ms Hanan Mohamed Bafagh has been appointed as the District Executive Director for Kibiti, transferring from Kilwa District Council. Mr Hemedi Said Magaro has been moved from Kibiti District Council to become the DED for Kilwa.
