DAR ES SALAAM: THE director of Salaaman Health Service Limited, Dr Abdi Warsame (60), has been charged with multiple offences at Kisutu Resident Magistrate’s Court, including falsifying and presenting fraudulent claims to health insurance companies.
In the first case, Dr Warsame faces four counts, including two counts of forging medical documents and two counts of submitting the falsified documents to Strategis Insurance Tanzania Limited.
It is alleged that on May 1, 2018, at Salaaman Health Centre at Mission area in Nyamagana District, Mwanza Region, Dr Warsame, acting as a doctor and the director of Salaaman Health Service Limited, forged documents to falsely claim that a patient had been treated and prescribed medication at the facility.
Furthermore, on May 19, 2018, at the same location, Dr Warsame allegedly forged medical records stating that a patient had been treated and hospitalised for six days, fully aware that the claims were false.
Between May and August 2018, it is further alleged that at the offices of Strategis Insurance Tanzania Limited at Masaki, Kinondoni District, Dar es Salaam, Dr Warsame knowingly submitted the forged documents, falsely claiming that patients had received treatment at his hospital.
In a separate case, Dr Warsame is charged with six offences, including three counts of forgery and three counts of submitting forged documents to AAR Insurance Company.
It is alleged that on 6 November 2016, while working at Salaaman Health Centre, he forged medical documents for three different patients, falsely indicating that they had been treated and prescribed medication at the hospital, despite knowing the claims were untrue.
Between November 2016 and January 2017, it is further alleged that he submitted the forged documents to AAR Insurance Company at Mlimani City, Dar es Salaam, in an attempt to claim payments based on false information.

Both cases were scheduled for hearing at the Kisutu Resident Magistrates Court yesterday but were postponed due to the unavailability of the presiding magistrates.
In the first case, Senior Resident Magistrate Rahim Mushi was unavailable due to other official commitments. State Attorney Tumaini Mafuru informed the court that the case was ready for hearing but requested a new date following the magistrate’s absence.
Magistrate Mushi adjourned the hearing to 12 December for further proceedings.
In the second case, which also involves Salaaman Health Centre Limited, Senior Resident Magistrate Gwantwa Mwankuga granted a similar adjournment request by State Attorney Pancrensia Protas. This case was likewise rescheduled to 12 December for further proceedings.
Dr Warsame is a Canadian citizen and an investor in Tanzania’s healthcare sector. He owns three hospitals under the name Salaaman Hospitals, with two located in Dar es Salaam and one in Mwanza.
