ZANZIBAR: PRESIDENT Hussein Ali Mwinyi has assured Zanzibaris who paved the way for implementation of government infrastructure projects that they will be compensated with modern housing in planned areas, emphasising the government’s commitment to improving citizens’ living standards.
Speaking during the launch of the Chumbuni Houses Sales Project, implemented by the Zanzibar Housing Corporation (ZHC), Dr Mwinyi highlighted the challenges associated with cash compensation, which often leaves displaced individuals in substandard living conditions.
“We appreciate those who give up their land for government projects. Going forward, the government will provide them with better houses, ensuring our citizens live in dignified accommodation,” he said.
The President pointed out that this initiative builds upon Zanzibar’s post-revolution housing legacy, citing earlier efforts led by founding President Abeid Aman Karume.
He reiterated the government’s commitment to sourcing additional funds for expanding modern housing projects across the islands, aiming to support better-planned urbanisation efforts.
Dr Mwinyi called on financial institutions to partner with ZHC to help achieve the ambitious goals of providing adequate housing and enhancing city infrastructure.
He explained that improved housing aligns with broader plans to create better cities, with modern roads, efficient water systems and enhanced sanitation. He also encouraged Zanzibaris to consider purchasing houses from ZHC to enjoy quality living environments.
The Chumbuni Houses Sales Project will deliver 3,000 housing units as part of ZHC’s larger housing development strategy.

According to ZHC Director General Sultan Said, other strategic projects are in progress in Kikwajuni, KwaMchina, Kisakasaka in Unguja and Mabaoni Mfikiwa in Pemba. These projects are being executed in line with the CCM’s 2020-2025 manifesto, which emphasises improving housing conditions for Zanzibar’s citizens.
President Mwinyi praised the partnership between ZHC and the Infinity Group of Companies, which is not only investing in Zanzibar but also offering training opportunities to local youth in Dubai to enhance their skills in housing and related projects.
The President commended ZHC for shifting its focus from resolving housing conflicts to implementing impactful housing initiatives. He urged leaders of public institutions to adopt a creative and innovative approach to leave a lasting legacy in their roles.
Minister for Land and Housing Development, Ms Rahma Kassim Ali, described ZHC’s establishment as a milestone in achieving Zanzibar’s housing policy goals. She noted that the government has reserved several areas for housing development to realise its mission of creating better cities and ensuring modern homes for all citizens.
Dr Mwinyi’s pledge is seen as a significant step in addressing the growing demand for land due to Zanzibar’s expanding infrastructure projects.
By providing displaced individuals with modern homes, the government aims to minimise social disruptions and ensure citizens are not relegated to informal settlements.
As Zanzibar continues its urban transformation, the collaboration between ZHC, the government, financial institutions and private investors like Infinity Group is critical. These partnerships promise to drive progress in housing development, ensuring that the citizens of Zanzibar benefit from sustainable, planned and inclusive urban growth.
