Mwinyi demands public entities’ efficacy

ZANZIBAR: ZANZIBAR President Dr Hussein Mwinyi has instructed relevant authorities to expedite the development of Monitoring and Evaluation (M&E) policies for both the (Mainland) Tanzania and Zanzibar governments.

Reading the speech, Zanzibar Second Vice-President, Hemed Suleiman Abdullah who represented President Mwinyi at the opening of the 3rd National Monitoring, Evaluation and Learning week (MEL week) Conference said there is a need to integrate the M&E system to ensure smooth government operations.

He emphasised: “Let us make the best use of our online government institutions (e-GA and e-GAZ services) to back our integrated monitoring and evaluation systems to enable Leaders, decision-makers and citizens to get accurate information and statistics on the implementation of various activities for both governments.”

He directed all ministries and institutions to continue with the allocation of sufficient resources to facilitate the implementation of M&E programmes.

He asked responsible authorities to ensure that the information generated from M&E are used in making proper decisions and to establish strong strategies to inform the public about the results of the implementation of government programs through media and other means of disseminating information.

The Office of the Prime Minister (PMO) in partnership with Tanzania Evaluation Association (TanEA) organised the MEL Week Conference being coordinated by the planning commissions of both Zanzibar and mainland.

The conference brought together key stakeholders from across the globe to share knowledge, experiences and best practices in monitoring, evaluation and learning under the theme “Transforming Service Delivery with Technology-Driven Monitoring and Evaluation: Building a Culture of EvidenceBased Decision Making.”

He argued further in his speech that Technology in M&E will enable Tanzania to achieve the objectives of strengthening accountability, transparency and omitting bureaucracy in providing the right social and economic services.

The Minister of State, Prime Minister’s Office, Policy, Coordination and Parliament Mr William Lukuvi said that M&E system was crucial in the implementation of various development projects in the country since the system guarantee proper implementation of development projects and value for money.

Mr Lukuvi said that the MEL Week reflects the commitment of the government to harness Technology systems that will help achieve the goals set by both governments, in the broad interest of the citizens.

Zanzibar Minister of State, President’s Office (Labour, Economy and Investments) Mr Sharif Ali Sharif, who represented the isles minister for Finance and Planning, Dr Saada Mkuya also emphasised the importance of strengthening M&E in the country.

Permanent Secretary, Prime Minister’s Office – Policy, Parliament and Coordination, Dr Jim Yonazi said the MEL week is prepared to build awareness on the importance M&E for the Government officials, Stakeholders and the community at large.
