ARUSHA: Zanzibar’s Minister of State in the President’s Office Constitution, Legal Affairs, Civil Services and Good Governance, Mr Haroun Ali Suleiman, has urged all public sector employers across Africa to prioritize attendance at the African Public Sector Human Resource Managers’ Network (APS-HRMnet) meetings.
He emphasized the importance of supporting human resource managers by covering costs for their participation to ensure consistent attendance at the crucial gatherings.
He made the remarks recently while closing the 9th African Public Sector Human Resource Managers’ Network (APS-HRMnet) held in Arusha from November 4-6, this year.
Mr Suleiman said that the purpose of the APS-HRMnet meetings is to allow participants, particularly public sector human resource managers from across Africa, to share experiences and deepen their understanding of global trends in human resource management, especially in light of technological advancements.
He stressed that employers should support and fund their participation to ensure they benefit from the valuable insights.
“I call upon all employers in Africa to see the importance of this meeting by paying for human resource managers to attend. The entire public sector should recognize the importance of human resource management as it is the backbone of development in Africa,” said Mr Suleiman.
He also noted that the meeting helped participants to get the opportunity to evaluate the challenges they encounter in human resource management through the topics presented.
Mr Suleiman expressed his expectation that human resource managers will actively support their governments in fulfilling their responsibilities in human resource management.
“Be strong and innovative; implement competitive, digital employment processes within the public service,” he urged. “As human resource managers, your focus should be on good governance and enhancing productivity in managing public service personnel. This will improve service delivery and help maintain the public’s trust in their governments across Africa,” emphasized Mr. Suleiman.

Mr Suleiman added, “Everything you have learned in this meeting should serve as a catalyst for enhancing your work performance, so that even your employers recognize the benefits of this gathering.”
He also urged APS-HRMnet leaders to continue promoting the well-being of communities across the African continent by ensuring strong representation from every region at these meetings.
Furthermore, Mr Suleiman encouraged leaders to motivate public servants to pursue professional development, foster creativity, and manage their teams effectively, to ensure efficient service delivery and improved public services.
He further disclosed that employers and human resource managers in the public sector should perform their duties properly and ensure that public servants get their entitlements on time.
Zanzibar’s Chief Secretary, Ms Zena Ahmed Said, urged the meeting’s leaders and participants to introduce evaluation forms that will allow attendees to provide feedback. This, she noted, would help African governments effectively address participants’ proposals.
Monduli District Commissioner, Mr Festo Kiswaga, representing the Arusha Regional Commissioner, stressed the significance of the meeting’s resolutions for Africa’s future and the well-being of all its citizens.
Meanwhile, APS-HRMnet Deputy President, Mr James Wasigani, said that a total of 767 participants attended the meeting, with 665 of them from Tanzania.
Additionally, Deputy Permanent Secretary of the President’s Office for Public Service Management and Good Governance, Mr Xavier Mrope, announced that the 10th APS-HRMnet meeting will be held next year in Sierra Leone.
