Dr Mwinyi inaugurates the 11th House of Reps, prioritizing key economic areas

ZANZIBAR: ZANZIBAR President, Dr Hussein Ali Mwinyi, has inaugurated the 11th House of Representatives session today, November 10, 2025,  and outlined his government’s priorities and strategic direction for 2025–2030, in line with the implementation of the CCM Election Manifesto.

Giving his speech at the House of Representatives Chamber in Chukwani, Zanzibar Urban West, Dr Mwinyi mentioned the areas of clean energy, blue economy, tourism, and agronomy among his key priorities.

Addressing the house, President Mwinyi said that his government will continue developing the fisheries, marine products, and seaweed farming sectors by building strong infrastructure, including fishing docks and major fish markets in Fumba (Unguja) and Pemba, as well as five smaller markets.

He further said that the government has signed a contract for the construction of two modern high-speed boats to facilitate passenger transport between Unguja, Pemba, Tanga, and Dar es Salaam.

Speaking on tourism, the Isle’s President said the government aims to increase the number of international tourists from 800,000 to 1,500,000 and Pemba tourism from 200,000 to 300,000 per year, while also raising the average spending per tourist from 418 US Dollars to 506 US Dollars per day.

Additionally, he said that they will continue to improve the business environment and promote investment in collaboration with the private sector as the engine of an inclusive economy and citizen development.

“We will construct modern infrastructure to generate electricity from new sources such as solar, wind, and waste, to reduce dependence on a single source and enhance energy reliability,” he said.

He further noted that his government will ensure the availability of electricity, fuel, and gas that meet production needs, support sustainable services, and promote economic growth.

On agriculture, he stated that the government is all set to transform the agricultural sector through modern technologies to increase productivity and efficiency, while also strengthening irrigation infrastructure, access to affordable loans, and reliable markets for farmers.

Moreover, he promised to keep inflation below 5 percent annually, grow the economy to 10 percent, create 350,000 new jobs, and increase citizens’ average income to 1,880 US dollars per year.
