CCM vows development for all citizens

DAR ES SALAAM: CHAMA Cha Mapinduzi (CCM) Secretary General, Dr Asha-Rose Migiro, has said that the party is committed to sustaining inclusive development for all citizens, underscoring the pivotal role of grassroots leaders in driving the agenda.

She said the party’s relevant policies, as outlined in the CCM Election Manifesto 2025–2030, convinced members and non-members to vote for President Samia Suluhu Hassan in the last General Election, a constitutional process that resulted in the formation of a CCM government mandated to deliver positive change to all citizens.

Dr Migiro made the remarks on Tuesday during a working meeting with grassroots leaders in Ilala, concluding her three-day tour of Dar es Salaam. She stressed the leaders’ potential to accelerate the inclusive and sustainable development agenda.

“CCM believes that its continued strength and dominance depend on the grassroots, where the party recruits its members and builds rapport with citizens. Therefore, ensure close supervision of the manifesto to guarantee prosperity for all,” Dr Migiro told jubilant supporters.

She directed the party’s grassroots ambassadors to effectively monitor the implementation of development projects in their respective areas to fast-track realisation of the manifesto’s objectives.

Dr Migiro noted that the party’s commitment to inclusive development aligns with CCM’s long-standing philosophy of promoting national unity, peace and brotherhood, values that President Samia has articulated through her slogan, “Work and Dignity; We Move Forward.”

“The core ideology of CCM remains the promotion of dignity, brotherhood (socialism) and self-reliance,” she said.

She further urged grassroots leaders to promptly alert the government about delayed projects in their localities to hasten implementation and ensure the public benefits as intended. The ultimate goal, she added, is to secure the party’s continuity and dominance by delivering tangible impacts to the people.

Dr Migiro said strengthening the grassroots is in line with President Samia Suluhu Hassan’s vision of ensuring that all party members and citizens actively participate in building both the party and the nation.

She also stressed the importance of grassroots members monitoring the day-to-day performance of the government and holding regular meetings to formulate recommendations aimed at improving service delivery.

Additionally, she called on party leaders, including Members of Parliament and ministers, to engage more closely with citizens through local meetings to better understand their challenges, while providing updates on the implementation of the party’s election manifesto and the new National Development Vision 2050.

According to her, such engagement will enable leaders to assess real-time progress and capture citizens’ views at the grassroots level, thereby strengthening the link between the government and the people.

Dr Migiro commended CCM leaders in Ilala, from grassroots to regional levels, for organising the meeting that drew thousands of members to listen to her directives.

“Ilala is a focal point of Dar es Salaam City and grassroots ambassadors are the heart of the party,” she said.

Earlier, CCM Secretary of Publicity, Training and Ideology, Mr Kenani Kihongosi underlined the importance all the grassroots leaders to protect the part by alerting the government on the delaying development projects thereby boosting the implementation of the election manifestos.

He noted that the government has continue to address all pressing challenge in Dar es Salaam with the addition of classrooms leading to accommodation of all students in the 2026 academic year
