CCM gears up for historic National Congress in Dodoma

DODOMA: THE ruling Chama Cha Mapinduzi (CCM) is set to hold a historic Special National Congress that is expected to redefine the operations of the party, considered the oldest and most established political organisation on the African continent.
The much-anticipated congress will take place at the Jakaya Kikwete Convention Centre (JKCC) in the capital city of Dodoma on May 29 and 30, 2025.
Addressing journalists in Dodoma on Saturday, CCM’s Secretary for Ideology, Publicity and Training, CPA Amos Makalla, said all preparations for the congress were complete, describing it as the most significant and well-organised in the party’s history.
“This will be a historic and exceptional congress one that surpasses all others in both magnitude and relevance,” said Mr Makalla.
The previous Special National Congress was held on January 18–19, when President Samia Suluhu Hassan was officially nominated as CCM’s presidential candidate, with Dr Emmanuel Nchimbi selected as her running mate.
Mr Makalla noted that the upcoming congress will bring together around 2,000 delegates from across the country, in addition to 700 invited guests comprising senior government officials, institutional representatives and international observers.

He said the National Congress will be preceded by the Central Committee on May 26 and the National Executive Council (NEC) on May 28 which will lay the groundwork for the main agenda to be discussed.
The major agenda items for the congress include receiving reports on the implementation of the current CCM Election Manifesto and a five-year progress report from the Zanzibar governments and Mainland Tanzania, as well as the official launch of the party’s 2025–2030 Election Manifesto.
Mr Makalla said the party will also deliberate on proposed minor amendments to the CCM Constitution, aimed at aligning the document with evolving public expectations and national priorities.
“The Election Manifesto is a social contract between CCM and the people. Its launch will reflect our strategic vision and policy focus ahead of the October General Election,” he stated.
Coinciding with the congress, a groundbreaking ceremony for laying foundation stone for the construction of CCM’s new headquarters which will also take place on May 28, 2025, from 9:00 am near the JKCC.
“CCM has over 11 million members. It is important that we have a modern and befitting headquarters that reflects the stature and strength of our party,” said Mr Makalla.
Mr Makalla took the opportunity to call on all CCM members to participate actively in the congress, saying a special arrangement has been made to receive and facilitate the stay of all delegates and guests arriving in Dodoma for the occasion.
“This is not just another meeting; it is a turning point for our party. We invite every member to be part of this important milestone,” he said.
