Be innovative when implementing development projects, experts urged

DODOMA: THE Permanent Secretary of the President’s Office – Regional Administration and Local Government (TAMISEMI), Adolf Ndunguru, has called on the Assistant Regional Administrative Secretaries in charge of Planning and Coordination, Economic and Production Affairs, Council Planning Officers, and Council Treasurers to be innovative and bold in the preparation and implementation of development projects.

Speaking in Dodoma during the closing of a training session for these officials, Ndunguru emphasized that all development projects must adhere to professional guidelines and advice to ensure positive outcomes for citizens. He affirmed the government’s trust in these experts and urged them to perform their duties in line with laws, regulations, procedures, and to resolve challenges promptly.

Addressing the Council Treasurers specifically, Ndunguru directed them to use internal systems to securely store access credentials for the revenue system, monitor collected funds that have not yet been deposited into banks, reconcile accounts for all councils and service delivery centers, and use the TAUSI mobile application to verify the authenticity of receipts, permits, and licenses. He also stressed the need to control the issuance of cash floats to revenue accountants and tax collectors.

Ndunguru stated that the government has launched and will continue to implement development projects through Special Purpose Vehicles (SPVs) and Public-Private Partnerships (PPPs). He added that the President’s Office – TAMISEMI will continue to provide training to regional, district, and council leaders, including political leaders, to ensure they fully understand the objectives of these projects and avoid overlapping responsibilities, thereby enhancing effective implementation.

He concluded by urging the officials to ensure the timely entry of the 2025/26 fiscal year budget and the carryover from the 2024/25 financial year into the payment system, to allow the smooth commencement of fund utilization as scheduled.
