Liberty Sparks’ report on Tanzania’s economic freedom attracts new investments

DAR ES SALAAM: LIBERTY Sparks has released its second “Improved Tanzania Economic Freedom Report,” building on the institute’s inaugural 2022 study as renewed efforts to remove growth barriers and attract investment.
The new edition dissects the Fraser Institute’s 2024 findings to deliver tailored policy and non‑policy recommendations.
At the launch in Dar es Salaam, the firm’s Director, Evance Exuad explained that the audit creates a bespoke Tanzanian index by examining five key areas: rule of law, cross‑border trade, land access and rights, property ownership, and financial services. “Our analysis pinpoints where Tanzania can advance most effectively, offering steps for both government and civil society to strengthen the business environment,” he said.
Senior fellow Dr. Mugisha Rweyemamu of the Economic and Social Research Foundation cautioned that sound policies must translate into everyday reality. “Like in Libya, strong paper‑based frameworks falter if citizens lack genuine property rights,” he warned.

“We must move beyond recommendations on paper to ensure real benefits reach Tanzanians.”
Prudence Lugendo, policy analyst at the Southern Tanzania Agricultural Growth and Transformation Trust (SAGOTT), stressed agribusiness inclusion.
“Empowering youth and women in agriculture is vital for economic inclusion and poverty reduction,” he said.
Hillary Steven, programme officer at Tanzania Human Rights Defenders Correlation, called for durable regulations. “Stable, long‑term policies protect small and medium enterprises from disruptive shifts,” he noted.
Next month’s stakeholder workshops in Dar es Salaam and Dodoma will refine the findings. Liberty Sparks plans to publish the full report online and present its recommendations to Parliament and the public by June 2025.
By benchmarking Tanzania against over 160 countries, the report aims to highlight reforms that will boost the nation’s appeal to both domestic and international investors.
