Dar set for PVR update this month

THE Independent National Electoral Commission (INEC) is set to commence the update of the Permanent Voters’ Registry (PVR) in the Dar es Salaam Region from March 17 to 23 this year, urging eligible citizens to participate actively in the exercise.
The commission also called upon citizens to avoid multiple registrations, insisting that it is a criminal offence.
According to INEC, the seven- day exercise is expected to register 643, 420 new voters, which is an increase of 18.7 per cent of 3,427, 917 voters in the current register.  The commission anticipates that after the registry update, Dar es Salaam Region will have 4,071,337 registered voters.
The updating of the PVR is a crucial exercise as the country is scheduled to hold its General Election later this year.
INEC Chairman, Judge Jacobs Mwambegele said that until yesterday, the commission had completed updating PVR in 28 regions since the launch of the exercise on July 20 last year in Kigoma Region.
He added that the updating of PVR in Morogoro Region and part of Tanga Region in Bumbuli, Handeni, Pangani and Mkinga District councils which commenced on March 1 this year is underway and is expected to be concluded on March 7 this year.
Judge Mwambegele was speaking in Dar es Salaam yesterday during a meeting with electoral stakeholders as part of the preparations for the PVR update in the region.
“We are in Dar es Salaam today as part of the preparations for the PVR update in this region. The exercise will run for seven days, from March 17 to 23 this year, with stations operating from 8:00 am to 6:00 pm,” he said.
He called upon Dar es Salaam residents to use the designated period to register or update their information, insisting that the commission will not grant any extensions.
Judge Mwambegele further cautioned that citizens who will register more than once in the PVR will be committing an offence as per section 114(1) of the   Presidential, Parliamentary and Local Government Elections Act Number 1of 2024.
According to the legislation, anyone found guilty of the offence may face a fine ranging from 100,000/- to 300,000/- or a jail sentence of six months to two years.
He urged citizens to avoid multiple registrations, noting that after the registration exercise, the commission runs the Permanent Voters’ Registry (PVR) through its Automated Fingerprint Identification System (AFIS) to detect individuals who have registered more than once.
“When we identify these individuals, we report them to the police for further action. A person may manage to register multiple times but cannot vote more than once,” he said.
He further noted that some people still attempt multiple registrations, citing that in 2015, the commission identified 52,000 cases, while in 2020, 42,000 offenders were discovered and handed over to the police for legal action.
On his part, INEC Director of Election Kailima Ramadhani said that Dar es Salaam Region has 1,757 stations designated for this year’s voter registry update. This is an increase of 96 stations from 1,661 used during the 2019/2020 update.
He said that the PVR update involves registering new voters who are Tanzanian citizens aged 18 and above, including those who will reach this age by the date of the 2025 General Election.
The exercise will also allow previously registered voters to improve their voting information, altered by among other things, change in residential areas to new geographical voting territory and those who have lost their voting Identification Cards (IDs) to secure new ones.
“This exercise will also provide an opportunity for registered voters who have relocated to transfer their details from the ward or constituency where they were previously registered and removing voters who no longer qualify to be on the registry due to various reasons, such as renouncing Tanzanian citizenship or death,” he said.
