Tanzania orders improvement in collecting non-tax revenue as  only 5 out of 26 votes performed well in 2025/26

DODOMA: THE Tanzanian government has urged ministries, public institutions and agencies responsible for collecting non-tax revenue to fully utilise available opportunities to increase domestic revenue and strengthen its capacity to finance public services and development projects.

The call was made by the Deputy Permanent Secretary in the Ministry of Finance, Nsubili Joshua, on behalf of Permanent Secretary Dr Natu El-Maamry Mwamba, during a meeting of accounting officers responsible for non-tax revenue collection held at Treasury Square in Dodoma.

Joshua said numerous revenue-generating opportunities remained underutilised, with data for the 2025/26 financial year showing that only five out of 26 votes responsible for collecting non-tax revenue had performed well.

“It is important for each vote to assess its performance, identify challenges hindering revenue collection and establish effective strategies to ensure targets are achieved,” Joshua said.

However, he noted that non-tax revenue collections had recorded growth. Between July and September of the 2026/27 financial year, the government collected more than 1tri/-, equivalent to 114.1 percent of the target and a 32.7 percent increase compared with the corresponding period in 2025.

Joshua stressed that institutions collecting less than 50 per cent of their targets should identify specific challenges and develop measures to address them, improve collection performance and meet their targets for the 2026/27 financial year.

He explained that strengthening domestic revenue was increasingly important as government expenditure needs continued to grow, particularly in financing infrastructure and social services.

Over the past five years, the government budget has increased by 50.3 per cent, from 41.5tri/- in the 2022/23 financial year to 62.3tri/-in 2026/27.

Joshua urged the relevant institutions to implement resolutions from a technical experts’ workshop held on October 21–22, 2026. He added that the Ministry of Finance would continue providing support to address systemic and operational challenges and ensure each vote meets its revenue collection targets.
