TIE and UCSAF sign joint bid to bolster ICT use, educational technologies

DODOMA: THE Tanzania Institute of Education (TIE) and the Universal Communications Service Access Fund (UCSAF) have signed a strategic partnership agreement aimed at strengthening the use of Information and Communication Technology (ICT) and educational technologies in the country.
Speaking on October 23, 2026, during the signing ceremony, TIE Director General Dr Aneth Komba said the partnership would strengthen the use of technology in teaching and learning, with the anticipated outcome of improving access to and delivery of education.
For his part, UCSAF Chief Executive Officer Mulembwa Munaku said access to communications infrastructure alone was not enough to drive digital transformation without relevant content and the skills needed to use technology for the benefit of citizens.
He said the agreement establishes a framework for five years of cooperation between UCSAF and TIE to advance the use of technology in the education sector.

“In the initial phase, the partnership will focus on updating four Form Three textbooks and converting them into digital content, as well as developing curriculum guidelines for training programmes designed to build digital skills and competencies,” Munaku said.
The partnership seeks to bridge the gap between the availability of communications infrastructure and access to digital educational content, enabling technology to be used more effectively in teaching and learning.
Through the five-year agreement, TIE and UCSAF are expected to strengthen their efforts to advance digital education by promoting relevant learning content and developing the skills required to use modern technologies effectively.
