PM warns against council leadership wrangles
ARUSHA: PRIME Minister Dr Mwigulu Nchemba has cautioned leaders of Local Government Authorities (LGAs) against engaging in internal wrangles, saying such disputes are undermining grassroots development. Speaking at the Special General Meeting of the Association of Local Authorities of Tanzania (ALAT) held in Arusha recently, the premier stressed the need for unity and cooperation among council leaders.
“Let us fulfil our responsibilities and abandon divisions, as they are not in line with the expectations of our President, Dr Samia Suluhu Hassan,” he said.
Dr Nchemba noted that in several councils, development projects have stalled due to leadership conflicts that weaken decision-making and service delivery. He also proposed scrapping annual elections for vice-chairpersons within LGAs, saying the practice fuels unnecessary competition and divisions.
“I have directed the minister responsible for Local Government to consult the Attorney General. If it is a matter of law, it should be repealed; if it is a regulation, it should be amended. If this meeting has the authority, the practice should be abolished,” he explained.
According to the Prime Minister, frequent leadership contests divert attention from core responsibilities, with some officials focusing on campaigns instead of service delivery. He called on elected leaders to prioritise public interest, take a firm stand against corruption and drive development in their respective areas.
“Be leaders who serve wananchi, oppose corruption in practice and help translate the National Development Vision 2050 into reality,” he noted.
Dr Nchemba also underscored the role of the private sector in achieving the Vision 2050, noting it is expected to contribute about 70 per cent to its implementation.
He urged council directors and chairpersons to create a conducive investment environment, saying nurturing the private sector would boost revenue collection and expand employment opportunities, particularly for women and youths.

“If you nurture the private sector, you will grow revenue. But if you prioritise revenue collection first, you risk undermining it,” he said.
The Prime Minister further encouraged local leaders not to lose morale, commending the majority for their efforts in overseeing development projects across the country.
“It is true that a few individuals fall short, but the majority of you are doing commendable work,” he said.
Meanwhile, he assured councillors that the government is working to improve their welfare following concerns raised by outgoing ALAT Chairperson, Murshid Ngeze. “The President is aware of the important role you play, and your concerns are being addressed,” he said.
