Ningxia’s communication, transport networks: Lessons from China Region

I WAS honoured to be invited by the Government of the People’s Republic of China to participate in the 2025 Seminar on Poverty Reduction and Development for African Officials, held from October 19 to 26 in the Ningxia Hui Autonomous Region of China.

The seminar brought together government officials and development practitioners from about 42 African countries, creating a rare platform for shared learning, dialogue and firsthand observation of China’s development experience.

The week-long programme focused on critical global and African priorities, including poverty reduction strategies, green economic development, rural revitalisation, climate change adaptation and trade cooperation between China and African nations.

Through lectures, field visits and exchanges with Chinese officials and experts, participants were able to examine how policy planning, infrastructure investment and community participation can work together to lift people out of poverty.

Ningxia, one of China’s strategically important economic regions, offered a powerful setting for these discussions. The region is home to multiple ethnic groups who live and work together in a spirit of unity and cooperation.

Throughout our stay, this sense of harmony was visible not only in official presentations, but also in everyday interactions.

The people of Ningxia demonstrated a strong sense of collective responsibility and solidarity, reflecting a broader Chinese emphasis on community, mutual support and shared progress. One of the most striking aspects of Ningxia is its modern and well-coordinated infrastructure.

The region has developed a comprehensive transportation network that connects it efficiently to the rest of China and the world. This includes Yinchuan Hedong International Airport, which links Ningxia to major domestic and international destinations, and the China-Europe freight train service that connects through Tianjin Port, facilitating international trade.

Equally impressive is the region’s road network, particularly in rural areas. Wellmaintained roads have significantly improved access to markets, schools, healthcare and social services for rural communities. In addition, Ningxia has invested in integrated rail and water transport systems, ensuring that goods and people can move smoothly and costeffectively across the region.

This efficient transportation system has played a decisive role in Ningxia’s development. Improved connectivity has supported agricultural modernisation, boosted rural industries, encouraged investment and accelerated rural revitalisation.

As a result, poverty reduction efforts have been more sustainable and inclusive, enabling local communities to participate actively in economic growth rather than remaining isolated from it.

Ningxia’s openness to the world is further demonstrated by its role as a host of major international events. The region has successfully organised the 7th China–Arab States Expo and the 5th China (Ningxia) International Wine Culture and Tourism Expo.

These events have strengthened Ningxia’s global profile and created opportunities for trade, tourism and cultural exchange. Today, Ningxia maintains trade relations with more than 170 countries and territories.

This achievement is supported by a favourable business environment and abundant resources, including land, water, electricity; particularly solar energy, natural gas and reliable food supplies. Together, these advantages position the region as an important gateway for international cooperation.

The lessons from Ningxia are clear. A sound and inclusive transportation network is not merely an infrastructure project; it is a foundation for sustainable development, rural revitalisation and effective poverty reduction. For developing countries such as Tanzania, these experiences offer valuable insights into how strategic investment in connectivity can transform economies and improve lives.

I warmly encourage people from around the world to visit China, especially Ningxia, to experience its efficient transportation systems, clean and pleasant environment, and above all, the genuine warmth and hospitality of its people.
