Govt upgrades e-performance system to boost public service efficiency

DODOMA:THE government has announced a major upgrade of the e-Perfor- mance Management System (e- Utendaji) to enhance productivity, accountability and efficiency across the public service.

The system will allow real- time performance monitoring for individual public servants, institu- tions and government departments. Permanent Secretary in the President’s Office – Public Service Management and Good Governance, Mr Juma Mkomi, said the initiative aligns with national reforms to strengthen digital governance and promote a results-ori- ented culture.

Speaking in Dodoma over the weekend, Mr Mkomi said the en- hanced system will also integrate other performance tools such as the Performance Evaluation and Productivity Management Information System (PEPMIS/PIPMIS), enabling ministries, departments and agencies to track service deliv- ery outcomes more effectively. “

The government is committed to improving accountability through digital transformation. The upgraded e-Utendaji will enable accurate measurement of performance and informed decision-making at all administrative levels,” he explained.

He emphasised that the move reflects the government’s focus on building an efficient, transparent and citizen-centred public service in line with the Tanzania Develop- ment Vision 2050.

Mr Mkomi further noted that his office is working closely with key stakeholders including the Ministry of Finance, the National Planning Commission, PO-RALG and the Treasury Registrar to ensure all institutions develop measurable strategic and implementation plans.

He commended public institutions for adopting the PEPMIS/ PIPMIS system, saying it has al- ready improved supervision and fostered voluntary accountability among employees.

“I extend my sincere apprecia- tion to all public servants for em- bracing these systems and demon- strating commitment to improved service delivery,” he said.

According to the Permanent Secretary, the reform also seeks to enhance the capacity of public servants through training on digital performance management, inno- vation and mindset transformation.

“The integration of administrative action with performance outcomes will cultivate a culture of responsibility, where results speak louder than procedures,” he added.
