NRA pledges dual citizenship to spur ICT growth

DODOMA: NRA presidential candidate, Hassan Almas, has pledged to establish a government that will permit dual citizenship, as part of the party’s broader strategy to promote the growth of the information and communication technology (ICT) sector.

Addressing campaign rallies in different parts of Dodoma Region on Wednesday, Mr Almas said Tanzania cannot afford to isolate itself from the global ICT revolution.

He promised to promote the use of Artificial Intelligence (AI) to boost service delivery in the country, if his party is elected in the October 29, 2025 General Election.

“NRA will throw its weight behind dual citizenship. We have Tanzanians across the world with ICT expertise that can be harnessed to strengthen the sector in our country. We will grant them dual citizenship to attract investment in this area,” he said.

He explained that for the pledge to become a reality, the NRA would amend existing laws on dual citizenship, a move expected to attract significant technology transfer from developed nations, thereby boosting ICT adoption to address the country’s pressing challenges.

Mr Almas further stated that, if elected, his administration would lead the development of a comprehensive National Policy to serve as the foundation for long-term development strategies spanning 100 years or more.

He emphasised that the policy would be legally binding and enforced by any political party that assumes power, ensuring continuity and sustained national progress.

“Currently, every political party pushes for its own plans and strategies.

The NRA will change that by establishing a national policy that all parties will be required to implement, turning political competition into a race to deliver, not to reinvent,” he stressed.

In addition, the presidential aspirant pledged that an NRA-led government would uphold the rule of law, provide free healthcare and access to clean water where feasible, and protect the achievements of past administrations, from the first government to the current sixth phase.

Citing the NRA’s manifesto, he affirmed that his administration would be inclusive, with representation from all political parties, aiming to reduce- and ultimately eliminate—political sabotage disguised as partisan competition.

“We will establish a robust statistical system encompassing population, resources and the environment. This will enable timely and reliable service delivery, while reinforcing leadership, good governance, human dignity, equality, justice and accountability,” he said.

Mr Almas also assured Dodoma residents that NRA will push for the resumption of constitutional reforms from where the process stalled, with the aim of preserving peace, the Union, unity and national solidarity.

On poverty reduction, he pledged reforms in agriculture, livestock and fisheries to ensure food security and selfreliance, while contributing to resilient economic growth.

He further said an NRA government will cut public expenditure by reducing the number of ministries to only ten, while investing in local research, science, technology, innovation and creativity to accelerate socio-economic transformation.
