Mwinyi assures equal distribution in projects

ZANZIBAR: CCM president candidate for Zanzibar, Dr Hussein Mwinyi, has reiterated his government’s commitment to maintaining equal balance in implementing development projects in both Unguja and Pemba.
Dr Mwinyi made the remarks yesterday while addressing traders, entrepreneurs and residents at the historic Chakechake Market in South Pemba Region, where he was received by enthusiastic crowds as part of his ongoing 2025 General Election campaign tour.
He assured the people that the government has consistently worked to ensure that Pemba is not left behind, stressing that “development initiatives are implemented in a balanced manner—what is done in Unguja is also done in Pemba.”
He highlighted infrastructure, education, health and other key sectors as areas where parity has been deliberately maintained to strengthen the unity of the Isles.
Speaking about Chakechake Market, a hub of trade and culture in the region, President Mwinyi pledged that the government would invest in its modernisation while preserving its authenticity and historical significance.
He explained that the plan is to construct a new state-of-the-art market that meets modern business standards but also respects the heritage of the old market, which remains a landmark for the community.
Turning to economic empowerment, Dr Mwinyi said his administration remains keen on uplifting small and medium entrepreneurs, particularly women and youths.
He pledged that in the next government phase, empowerment funds would be increased significantly to ensure no trader or entrepreneur is left behind without access to loans.
According to him, this measure is critical in enabling grassroots economic growth and creating sustainable livelihoods across Pemba and Unguja.
He also assured the business community that his government will review the current tax system to ease the burden on traders.
He said the review will streamline multiple levies and charges, replacing them with a fairer and more transparent taxation system that encourages rather than discourages business.
“Our aim is to support your work, not to frustrate it. We want to see businesses expand, jobs created and households prospering,” he emphasised.

Dr Mwinyi further called on the people of Pemba to re-elect him and CCM in the forthcoming October 29 General Election, so that he can continue to drive further development for the Isles.
He reminded voters that the progress achieved in recent years was only the beginning, saying more transformative projects were in the pipeline, if given another mandate.
“Let us walk together in unity and trust. With your support, we shall build a stronger Zanzibar where every citizen benefits equally, regardless of whether they live in Unguja or Pemba,” he said.
Speaking at a CCM rally in Makombeni, Mkoani District, Pemba, Dr Mwinyi assured that numerous development projects will be launched as soon as his second term begins.
He urged voters to elect him and other CCM candidates, including Dr Samia Suluhu Hassan for the Union presidency.
Accompanied by his wife Maryam Mwinyi, second Vice-President Hemed Suleiman Abdulla and Speaker Zubeir Ali Maulid, CCM Deputy Secretary General Dr Mohamed Said Mohamed Dimwa, CCM Secretary for Publicity and Ideology Mr Mbeto Khamis Mbeto, Dr Mwinyi said already Pemba has recorded an admirable stage.
“CCM is the only party that delivers on its campaign promises. What we pledged in 2020 has been implemented, and with your support, we will do even more in the next five years,” Dr Mwinyi told the cheering crowd, urging voters to back CCM and its candidates on October 29.
He stressed the importance of unity, peace and stability, highlighting significant progress in education and healthcare.
Dr Mwinyi also announced plans to introduce single-stream or shift systems in schools to eliminate the current double shifts.
He mentioned that Chakechake – Wete road also Chakechake- Mkoani roads would soon be constructed, adding that Abdalla Mzee Hospital in Pemba is set for improvement with Pemba Airport construction project almost taking off.
Dr Mwinyi promised youths availability of jobs in the near future through different opportunities and that inflation in food commodities will soon be issue of the past by construction of reserve facilities for food (silos) and fuel.
Dr Mwinyi assured the youth that job opportunities will be readily available in the near future through various initiatives.
He also promised that rising food prices will soon be a thing of the past, thanks to the construction of food reserve facilities (silos) and enhanced fuel storage.
Mr Amin Salmin Amour member of CCM Central Committee poured praise on Dr Mwinyi for implementing several development projects in both Unguja and Pemba. His sentiment was echoed by Mbeto, Dimwa and Abdulla.
Mkoani legislative candidate Prof Makame Mbawara, who is also the current Minister for Transport in the Union Government, praised Dr Mwinyi’s reforms in transportation and marine services.
He noted that these reforms have significantly improved operations at Mkoani Port, allowing for more cargo ships and creating additional jobs at the port.
