China’s zero-tariff opportunity for African economies

DAR ES SALAAM: CHINA’S decision to waive tariffs on African exports to the Chinese market is a significant and timely benefit and an opportunity for African countries to grow their economies and expand trade for mutual benefit.

From May 1st, China will eliminate all import tariffs on goods from 53 African countries with which it maintains diplomatic relations, under its expanded tariff-free framework.

This marks yet another dramatic evolution from previous trade arrangements, which had extended such benefits only to least-developed countries (LDCs).

This policy shift announced by President Xi Jinping at the 39th African Union Summit grants duty-free access to one of the world’s largest consumer markets for the vast majority of African exporters and represents a major recalibration of SinoAfrican economic relations in the 21st century.

Economically, what does this waiver mean in broader economic terms? Unquestionably, the most immediate economic benefit is significantly enhanced market access for African exports. Historically, most African economies faced tariffs of 2.0 per cent to 25 per cent on goods entering China, particularly affecting middleincome economies such as South Africa, Kenya, Nigeria and Egypt.

Under the new zero-tariff regime, exporters will no longer incur these charges, substantially improving the price competitiveness of African products.

From an economic perspective, this decision will significantly boost African exports to China, with my estimates based on global trade dynamics suggesting growth from approximately 170 billion US dollars annually to potentially 250 billion US dollars over the coming decade if capacity and value‐chain constraints are addressed.

Cumulative gains to African economies could exceed 400 billion US dollars over ten years, assuming structural improvements and export growth. Importantly, Africa’s trade with China has long been characterised by a structural imbalance, with Chinese exports dominated by manufactured goods while African exports are heavily skewed toward raw materials such as minerals and oil over 80 per cent of Chinese imports from Africa in 2024 were raw commodities.

President Xi Jinping’s zero-tariff access provides a concrete incentive for African economies to diversify into higher-value products, such as processed agricultural goods, light manufacturing, textiles and specialty foods. For example, coffee exports from East Africa and cocoa from West Africa could gain footholds in Chinese consumer markets without price penalties, leading to stronger demand and improved margins for farmers and processors.

Likewise, manufactured exports, including textiles, leather products and assembled light-industrial goods from nations with emerging industrial capabilities, may become more competitive, reinforcing local production capacity and indirectly generating employment opportunities, especially among young people.

In fact, value-added agricultural goods such as processed fruit, canned foods and speciality sauces could become profitable export lines with duty-free access. In business, zero tariffs reduce trade costs for exporters, improving profit margins and encouraging greater production scale, especially in agriculture, a sector employing a large share of Africa’s young workforce.

For smallholder farmers and agribusinesses, the move offers a tangible gain by increasing demand for products such as coffee, fruit, nuts and oilseeds, without additional duties upon entry into the Chinese market. This, in my view, has direct implications for rural economic development, where agricultural value chains underpin local employment and income.

By linking rural producers to a large and growing market, African countries, and in this case, Tanzania, can stimulate productivity, attract investment in agribusiness infrastructure (such as cold chains and storage) and promote higher incomes for farmers and rural communities.

China’s tariff elimination is likely to catalyse foreign direct investment into Africa’s export sectors. Multinational firms and regional producers may respond by increasing investment in African exportoriented industries to capitalise on tariff-free access.

For instance, companies seeking to export processed foods or manufactured goods to China may establish local production facilities to reduce costs and sidestep other trade barriers, which, when examined strategically, is a huge benefit to African nations.

This dynamic, when strategically adopted by participating African nations, will accelerate industrialisation, creating jobs in manufacturing, processing and services, a crucial shift away from traditional resource-dependent export models. Industrial parks, special economic zones and export processing zones will now move forward and see heightened investor interest, further integrating African economies into China-led regional and global supply chains.

China’s tariff policy will also support regional economic integration, particularly when aligned with intra-African trade frameworks like the African Continental Free Trade Area (AfCFTA). With improved access to China, regional value chains will be strengthened as neighboring countries coordinate production and distribution networks for export-oriented goods.

For example, one country might focus on raw materials while another specialises in processing, with the resulting export products entering China tariff-free.

This can foster complementarity and collective competitiveness across economic regions, such as the East African Community or the Economic Community of West African States. As export-oriented sectors expand in response to tariff elimination, demand for labour will also grow.

Employment opportunities in agriculture, manufacturing, logistics and export services will, in my view, rise, absorbing young workers and reducing unemployment. Furthermore, investment in quality enhancement such as upgrading production technology and meeting export standards will require skills development, professional training and technical education, thereby contributing to a more skilled workforce.

Countries that successfully seize the export opportunities presented by China’s policy, such as Tanzania, will therefore experience broad-based economic benefits, including job creation and improved labour market outcomes.

For many African economies, which often struggle with balance-of-payments volatility, new export revenues from China can help stabilise currency valuations, finance imports and improve creditworthiness on global capital markets. China’s zero-tariff policy offers a pathway to narrowing this imbalance over time by making African exports more competitive and abundant.

While eliminating tariffs alone does not automatically alter structural trade patterns, it lays the groundwork for African exports to expand significantly, particularly when complemented by national policies geared towards value addition and industrialisation.

Zero-tariff access expands market potential, but China’s non-tariff regulatory measures such as phytosanitary protocols and product quality standards remain important. Countries that invest in quality assurance, certification infrastructure and supply-chain compliance will be better placed to benefit.

For example, Tanzania and other African agricultural exporters now require adherence to specific phytosanitary rules despite tariff removal, underscoring the need for regulatory alignment alongside tariff elimination. But beyond pure economics, China’s tariff moves carries geopolitical significance.

It strengthens South-South cooperation at a time when protectionist trends in the global economy are rising elsewhere, particularly in Western markets. By positioning itself as a trade partner open to greater African exports, China fosters deeper strategic ties that could translate into cooperative investment in infrastructure, technology transfer and shared industrial development agendas.

For African nations, this expands diplomatic options in global trade negotiations and increases leverage in dialogues with other major economies. Zero tariffs represent both a commercial opportunity and a platform for deeper multilateral engagement.

China’s decision to eliminate all tariffs on imports from 53 African countries represents a historic pivot in Sino-Africa economic relations one with far-reaching implications for export growth, diversification, investment attraction, employment, foreign exchange earnings and regional integration.
