Embrace upgraded CBMS for efficiency, budget experts told

DODOMA: GOVERNMENT budget experts have been urged to fully embrace the upgraded Computerised Budget Management System (CBMS) to enhance efficiency, accountability and transparency in the planning and implementation of the national budget.
The Commissioner for Budget at the Ministry of Finance, Meshack Anyingisye, issued the call yesterday in Dodoma while opening a capacity-building session for public officials on the enhanced CBMS platform.
The training, which brings together experts from ministries, government agencies, regional secretariats and local government authorities, also aims to review the implementation of the 2024/25 budget, prepare for the 2025/26 financial year and gather input for the development of the 2026/27 Planning and Budget Guidelines.
Mr Anyingisye reminded participants of their critical role in ensuring the national budget is executed efficiently, advising public institutions and utilising data to strengthen the management of public finances.

“Budget oversight is not the responsibility of the Ministry of Finance alone,” he said.
“It is the duty of every government institution to ensure that public resources are managed effectively and aligned with national priorities.” He added that the upgraded CBMS provides a valuable tool for improving the quality of budget planning and monitoring and should be used to its full potential.
Also speaking at the session, Assistant Commissioner for Budget Fundi Makama said the training was designed to improve technical capacity among stakeholders while collecting views for the 2026/27 Planning and Budget Guidelines.
“The aim is to strengthen coordination, planning and implementation of government priorities through a unified, efficient digital platform,” Mr Makama said.
Participants at the training commended the improved CBMS, noting that it simplifies budget formulation, execution and performance evaluation. They said the system is expected to increase efficiency and promote greater accountability in the use of public funds.
