WHEN I started school in the 60s, fewer than half of children eligible to attend school were in school. Most of the rural and urban Tanzanians were not literate. By the time I finished primary school, only three pupils out of over one hundred in my school were selected to join government secondary school. Less than 3%. The others who did not get beyond class seven were called failures.
